Safeguarding Policy

Britannia Elite is committed to protecting the welfare, rights and safety of all learners, staff and vulnerable individuals. This policy sets out clear procedures for preventing, identifying and responding to safeguarding concerns.

Purpose

Our commitment to safeguarding

This policy outlines Britannia Elite’s commitment to protecting the welfare, rights and safety of all learners, staff and vulnerable individuals. It establishes clear procedures for preventing, identifying and responding to safeguarding concerns, and reflects our wider commitment to internationally recognised human-rights standards (the Voluntary Principles on Security and Human Rights and the ICoCA Code of Conduct).

Scope

Who this policy applies to

This policy applies to all staff, instructors, contractors, learners, visitors and partner organisations, at every site and in every activity associated with Britannia Elite. Programmes are delivered at an approved centre in Uganda under UK governance, and this policy is applied consistently with the law of both jurisdictions.

A safe environment for everyone

Britannia Elite is committed to maintaining safe environments that are free from abuse, exploitation, neglect or harm. We recognise our duty of care and ensure that all individuals are protected while engaging with our services.

Definitions

Key terms

Safeguarding

Protecting individuals from harm, abuse, neglect or exploitation, and promoting their welfare.

Child

Any person under the age of 18, consistent with the UN Convention on the Rights of the Child and the law of Uganda.

Adult at Risk (Vulnerable Person)

Any adult who may be at increased risk of harm due to age, disability, mental health, or personal circumstances.

Abuse

Physical, emotional, sexual, financial or psychological harm, including neglect and exploitation.

Principles

The principles we work to

  • Zero tolerance. Abuse or unsafe practice will not be tolerated.
  • Prevention. Staff and instructors receive mandatory safeguarding training.
  • Safer recruitment. Suitability checks are carried out on staff and instructors before they work with learners.
  • Protection. Concerns are acted upon immediately.
  • Confidentiality. Information is shared only when necessary to keep someone safe.
  • Compliance. All actions align with UK safeguarding standards and Uganda’s child and vulnerable-adult protection frameworks.
Legal Framework

The standards behind this policy

In the United Kingdom, our standard is informed by the Safeguarding Vulnerable Groups Act 2006 (vetting and barring, administered by the Disclosure and Barring Service), the Care Act 2014 (adults at risk), the Children Act 1989 and 2004, and the Mental Capacity Act 2005.

In Uganda, where training is delivered, we work within the Children Act (Cap 59, as amended by the Children (Amendment) Act 2016), the Persons with Disabilities Act 2020, the Mental Health Act 2019, and the Prevention of Trafficking in Persons Act 2009.

Responsibilities

Who does what

  • Designated Safeguarding Lead (DSL). Oversees safeguarding procedures, receives reports and escalates concerns. A Deputy DSL acts in the DSL’s absence.
  • Staff & instructors. Must report concerns immediately and complete safeguarding training.
  • Learners & visitors. Are encouraged to report concerns without fear of retaliation.

Reporting a concern

Safeguarding concerns must be reported immediately to the Designated Safeguarding Lead at info@britannia-elite.co.uk (CEO-monitored). Serious concerns are escalated without delay to the appropriate authorities — in Uganda, the Police (Child and Family Protection Unit) or the relevant child-welfare authority.

Duty to report child abuse. Under Uganda’s Children Act, any person who becomes aware of abuse against a child must report it to the Police or a child-welfare authority without delay. Britannia Elite treats this as a binding obligation, not a discretion.

Disclosures

Responding to a disclosure

  • Listen without judgement.
  • Do not promise confidentiality.
  • Record the facts accurately.
  • Report immediately to the DSL.
Allegations

Concerns about a member of staff

Where a concern relates to a member of staff, instructor or contractor, it is reported directly to the DSL (or, if the concern is about the DSL, to a Director). The individual may be suspended as a protective measure while the matter is reviewed, and the relevant authorities are involved where the conduct may be unlawful.

Records & Data

Handling safeguarding information

Safeguarding records contain sensitive personal data. Britannia Elite records concerns factually, holds them securely, and shares them only on a need-to-know basis to protect someone’s safety, in line with the UK Data Protection Act 2018 and UK GDPR and with Uganda’s Data Protection and Privacy Act 2019.

Monitoring

Monitoring & review

This policy is reviewed annually, or sooner following any safeguarding incident or relevant change in law.
