What is OPITO IMIST?
IMIST is the International Minimum Industry Safety Training standard maintained by OPITO, the global skills body for the energy industry. It is the globally recognised foundational safety qualification for all personnel working in oil and gas operations — onshore facilities, production sites, terminals, pipelines and refineries, and offshore installations.
The course introduces critical safety-awareness elements required by all workers in oil and gas environments: hazard recognition, risk assessment, permit-to-work systems, asset-integrity responsibility, manual handling, hazardous-substance control, working at height, and mechanical lifting. The qualification supports both domestic workforce development in Uganda’s energy sector and international deployment capability.
Upon completion, participants receive an OPITO-issued certificate valid for four years, enabling access to regulated onshore operations in Uganda and across Africa, as well as international offshore and onshore roles. The qualification meets the baseline safety competency expected by operating companies, contractors, and regulators globally.

The Nine Mandatory Units
Each unit addresses a critical safety competency required for offshore and oil & gas operations. All nine units must be completed and assessed before certification is awarded.
Unit 1: Introduction to the Hazardous Environment
This foundational unit introduces delegates to the major hazards inherent in oil and gas operations — fire, explosion, toxic exposure, pressure systems, and environmental risks. Delegates learn the legislative framework governing oil and gas safety, including international conventions and OPITO standards. The unit covers safety-case methodology, the structured approach operating companies use to demonstrate that their operations and facilities are adequately safe, and safety-management systems that establish governance, accountability and continuous improvement in hazard control.
Learning outcomes: Recognise major hazards in oil and gas; understand regulatory requirements; understand how safety cases and management systems control risk.
Unit 2: Working Safely
Safety observation systems are structured programmes through which personnel actively monitor and report unsafe conditions, near-misses and unsafe acts before they result in injury. Delegates learn the principles of these systems — how to recognise hazards in real time, report them through formal channels, and contribute to a proactive safety culture. Personal responsibility is emphasised throughout: every worker has a duty to work safely, report hazards, and support colleagues in maintaining safety standards. The unit covers incident reporting procedures, communication protocols for safety-critical information, and the importance of team-based approaches to safe work practices.
Learning outcomes: Understand and participate in safety observation systems; recognise personal safety responsibilities; communicate safety concerns effectively; understand incident reporting.
Unit 3: Understanding the Risk Assessment Process
Risk assessment is the structured methodology through which organisations identify hazards and evaluate the likelihood and severity of harm. Delegates learn systematic hazard-identification techniques, how to evaluate risks using established scales, and the control hierarchy (elimination, substitution, engineering controls, administrative controls, personal protective equipment). The unit emphasises that risk assessment is ongoing — not a one-time activity — and that all personnel share responsibility for identifying gaps in control and escalating concerns. Competency requirements for risk assessors ensure that those conducting formal assessments have adequate knowledge, experience and authority.

Unit 4: Tasks That Require a Permit to Work
Permit-to-work (PTW) systems are formal control mechanisms for high-risk tasks in oil and gas operations — hot work, confined-space entry, excavation, lifting, and work on energised systems. The PTW system ensures that before any such work begins, hazards are identified, controls are put in place, and all involved parties — contractor, supervisor, authoriser, safety and operations — understand and accept the risks. Delegates learn authorisation hierarchies (who has authority to issue permits under different circumstances), isolation procedures (how to safely isolate energy sources to prevent unwanted release), emergency protocols (how to respond if something goes wrong), and the importance of document control so that permits create a traceable record of authorisation and safety compliance.

Unit 5: Personal Responsibility in Maintaining Asset Integrity
Asset integrity refers to the condition and reliability of equipment, structures and systems in oil and gas facilities. Corrosion, erosion, fatigue and material degradation are constant threats in the harsh, chemically aggressive offshore and onshore environments. Delegates learn to recognise degradation and failure modes, understand inspection protocols and maintenance schedules, and contribute to the maintenance culture by reporting visible defects, leaks, coating failures, and unusual vibrations or sounds. The unit emphasises that every worker shares responsibility for asset integrity — small observations from those on the ground often catch problems before they become critical safety failures.

Unit 6: Using Manual Handling Techniques Every Day
Manual handling — lifting, carrying, pushing and pulling — is responsible for significant numbers of injuries in oil and gas operations. Delegates learn the sources of manual-handling hazards, the types of injuries that result (back strain, shoulder damage, repetitive-strain injuries), and the factors that contribute to incidents (poor technique, inadequate rest, lack of mechanical aids, working alone). The unit emphasises ergonomic design principles — how to set up workstations and tasks to reduce strain — and the importance of mechanical aids (hoists, dollies, lifting frames) that can eliminate manual handling altogether. Team operations and clear communication are essential when multiple workers are involved in lifting or handling operations.
Learning outcomes: Understand manual-handling hazards and injury types; apply ergonomic principles; recognise when to use mechanical aids; work safely in teams.
Unit 7: Controlling the Use of Hazardous Substances
Oil and gas operations involve numerous hazardous substances — crude oil, natural gas, solvents, corrosion inhibitors, biocides, and other chemicals. Delegates learn the regulations and guidelines governing chemical safety, the sources of chemical hazards in their operational environment, and the routes through which personnel are exposed (inhalation, skin contact, ingestion). The unit addresses sensitisation — the process by which repeated exposure can cause workers to develop allergic reactions or health conditions over time. Hazard symbols, safety data sheets, and employer duties are covered to ensure delegates understand how to interpret chemical information and access emergency response procedures.

Unit 8: Knowledge and Processes of Working at Height
Working at height is inherent in oil and gas operations — work on platforms, towers, derricks, and maintenance of elevated equipment. Falls are a leading cause of serious injury and fatality. Delegates learn to recognise height hazards specific to their environment and the control hierarchy for fall prevention: elimination (redesign to avoid the need for height work), substitution (use lower-risk alternatives), and engineering controls (guardrails, safe-access systems). Fall-arrest systems — harnesses, lanyards, and anchor points — are the last line of defence. Delegates learn inspection protocols to ensure equipment is fit for service, rescue procedures for recovering someone who has fallen and is suspended, and the critical importance of never working alone at height.

Unit 9: Being Aware of Mechanical Lifting Activities
Mechanical lifting — using cranes, hoists, winches and other equipment to move heavy or awkward loads — is essential in oil and gas operations but carries significant risk. Uncontrolled load drops, swinging loads, and instability of lifting equipment can result in serious injury or fatality. Delegates learn the types of lifting equipment used in their sector, how to calculate load weights and verify that the equipment has adequate capacity, the certification and inspection regimes that ensure equipment is safe, and the communication protocols used to coordinate lifting activities safely. Emergency procedures for load failures and the importance of clear, standardised signals between the operator and ground personnel are emphasised throughout.

Assessment & Certification
Assessment Method
Knowledge and competency assessment through structured questioning at the end of each unit. Delegates must demonstrate understanding of all nine mandatory units before certification can be awarded.
Pass standard: All units must be achieved to obtain IMIST certification. Registration is completed through OPITO’s Vantage system, ensuring global recognition of the qualification.
OPITO Certificate
Upon successful completion, participants receive an official OPITO IMIST certificate issued within 2–5 business days. The certificate is:
- Valid for 4 years from date of award
- Globally recognised and transferable across international operations
- Registered in OPITO’s Vantage database for employer verification

Uganda Energy Sector Workforce
Personnel entering Uganda’s developing onshore oil and gas industry — production facilities, terminals, refineries and support operations. International Deployment Candidates
Personnel from Uganda and East Africa seeking overseas placement in onshore or offshore operations across Africa, the Middle East, and globally. IMIST is a prerequisite for most regulated oil and gas contracts internationally.
Vigilant Defender Level 3 & 4
Candidates on advanced security programmes preparing for onshore or offshore oil and gas sector deployment, requiring both tactical security skills and industry-specific safety competency.
Existing Oil & Gas Workers
Established personnel in Uganda or regional operations requiring certification refresh, regulatory compliance, or formalising existing safety knowledge with an internationally recognised and transferable qualification.
Entry Requirements & Prerequisites
No formal entry requirements for standalone IMIST delivery. The course is designed for all personnel working in or entering the oil and gas industry.
For Offshore Deployment
To work offshore, personnel must additionally hold a valid offshore medical certificate and comply with the regulatory requirements of the host nation and operating company. IMIST certification is separate from medical clearance.
For Vigilant Defender Integration
Entry to Level 3 or Level 4 is open — candidates need not have completed a lower level or any prior security qualification. Refer to the Vigilant Defender course page for programme-specific requirements and application process.
